Praxis Cadence was founded by three engineers who have spent their careers inside complex, regulated, and operationally demanding programs, not observing them from the outside. Between us, we have worked across utility, critical infrastructure, energy markets, ICT and operational technology delivery in multiple states and territories across Australia and internationally. We have navigated the same challenges our clients face: complex domain problems, competing stakeholder demands, regulatory constraints, integration complexity, and the pressure to deliver in environments where failure is not an option.
We didn’t found Praxis Cadence because we saw a market opportunity. We founded it because we kept seeing the same avoidable failures. Programs that lost control not because the technology was too hard, but because the governance, discipline, and domain understanding weren’t there when it mattered most.
Meet the Founders
Arthur Panggabean
Arthur brings the broadest delivery lens of the three founders. With over 20 years of experience spanning heavy industries, energy reform, and digital transformation across Indonesia, Singapore, Malaysia, New Zealand, and Australia, his career has been defined by navigating complexity at scale across industries, jurisdictions, and cultures. From large-scale program coordination in mining and petrochemical environments to leading electricity market reform programs across multiple Australian jurisdictions, Arthur has consistently operated in environments where technical complexity is high and the tolerance for delivery failure is low. He co-founded Praxis Cadence on the belief that domain awareness and delivery discipline are inseparable, and that underestimating either is where most programs go wrong.
Paul Chandler
Paul is the technical anchor of the founding team. Holding a PhD in Electrical Engineering and with over 20 years of hands-on experience in mission-critical control and SCADA systems, he brings a depth of technical credibility that is rare in program delivery. His career spans the design, delivery, and operation of complex operational technology systems through to consulting leadership across energy and OT programs in multiple states across Australia. Where others see a delivery problem, Paul sees the technology and operational reality underneath it, and that perspective is what makes the difference when programs are under pressure. He co-founded Praxis Cadence on the belief that restoring control of a struggling program requires someone who understands not just the delivery framework, but the systems it is meant to deliver.
Predrag Simic
Predrag is the governance and process backbone of the founding team. With a background in electrical and power systems engineering and over a decade of experience in critical infrastructure and regulated environments, his career has been built on bringing rigour to complexity. From hands-on SCADA and system integration delivery in the government utility domain through to establishing the procurement frameworks, vendor oversight structures, and governance documentation that keep complex programs defensible and auditable, Predrag understands that visibility and accountability don’t emerge on their own. Shaped by managing critical government programs where the margin for error is low and the stakes are non-negotiable, he co-founded Praxis Cadence on the belief that clarity in complex programs doesn’t happen by accident. It is built through disciplined process, rigorous documentation, and accountability at every level.
